 For a peaceful civil resistance to protect Lebanon

It is now clear that the bloody sectarian aggression launched by Hezbollah in Lebanon is an attempted coup that threatens the existence of the Lebanese state, and the Lebanese entity itself. All the more so since Hezbollah's project is evidently to seize all power in Lebanon and destroy the vitality of Lebanese society in order to force the country to join the Gaza-Damascus-Tehran axis.
It is equally clear that the army found itself powerless to protect the country and its citizens from militias supported by the Syrian intelligence services and the Iranian Revolutionary Guard. It has been compelled to accept the conditions of Hezbollah, in order to protect its internal cohesion at the expense of the unity of the Lebanese people.
It is also clear that international forces responsible for the implementation of resolution 1701 – that encompasses the security of Beirut International Airport - have become hostages to Hezbollah. In exchange for the safety of their troops, the countries concerned have exerted pressure on the Lebanese authorities to make concessions.
Furthermore, the efforts by some Arab countries to send Arab forces to Lebanon to help restore the legitimate authority of the State and protect civilians have also failed. Arab efforts have now resumed to find a solution on the basis set by Hezbollah, which seeks to preserve their own state, as well as share power in the central state.
It is also clear that the international community has accepted that an armed faction, which it considers a symbol of terrorism, lay siege to the center of legitimate power in Lebanon, and besiege political leaders and members of parliament in their homes, as well as silence the media and the civilian population. 

In light of the above, the signatories of this petition declare:
1 - The Lebanese people that rose up on February 14, 2005 succeeded without external help in putting an end to the Syrian occupation of Lebanon, an occupation that was sanctioned and sponsored by the international community, including Israel. The Lebanese are today capable of protecting their right to a free and dignified life, to build a State that is worthy of them, and prove once again to the world that right does not surrender to brute force. 
2 - The supporters of Lebanon's sovereignty, who have accepted to participate in a dialogue in a last attempt to save civil peace, are called on to give absolute priority to the issue of the weapons of Hezbollah. The equation is simple: the retention of these weapons means the end of Lebanon. All other issues, including the election of a president of the Republic, the formation of a government, and the electoral law, depend on this equation. The President can only be a president if the State controls all weapons on its territories, the government can truly be a government only if it has the power to put its decisions into effect, and legislative elections can only be free and fair if all parties are equal and none of them has the capacity to terrorize others by force of arms.
3 - The use by Hezbollah of its weapons in different parts of the country, especially in the capital Beirut, led to discord among Muslims that has caused deep wounds in the population, and a fear that this discord will resume at any time if Hezbollah retains its weapons. It is impossible to heal wounds and prevent the return of discord without the immediate disarmament of Hezbollah.
4 - Accordingly, the signatories of this petition call on all Lebanese, in Lebanon and abroad, to assume their responsibilities towards themselves and towards their country and to initiate a civil and peaceful resistance to counter the Hezbollah coup d'état and to protect Lebanon, as an entity, a state and a way of life.
